The Kingsport Times-News reports:
Charges are likely to be filed against the couple who were shot by police following a high-speed pursuit in Rogersville on Nov. 3, but Rogersville Police Chief Doug Nelson said Tuesday any charges will not be filed by his office.
The investigation into the shooting is being conducted by the Tennessee Bureau of Investigation, and Nelson said the pursuit is now also under the TBI’s jurisdiction.
Although details of the TBI’s investigation have yet to be released, Randy Fortenberry, father of the young man who was wounded as he fled from police, told the Times-News he plans to pursue legal action against the RPD and HCSO for excessive force.
